What's so pertinent about this? Anybody can jump the bid by placing an order for 10,000 shares or more at a price above the existing bid.
As an example I could place a bid for 10K shares at .0092 at 10:48 AM and then cancel the order at 10:50 AM because I wouldn't want to be stuck with more worthless shares.
