sox, I think you're conflating two different kinds of events. When you change which exchange you're trading on, it's a MUCH more major deal than a CUSIP change. They're not going to be able to transfer over a short position across different exchanges.

And, when you look at the volume on the day of and the days following the IPIX name change, there was a great deal of volume that looked like short covering.
