If TECO can hit .13 at the point they were in their business plan back in January, 2012 then they can hit it again sometime in the future.  Lessons have been learned, additional leases have been acquired and big money is on the sidelines to assist in friendly funding if they come dangerously desperate or close to requiring toxic financing or similar while striving for success. I really feel that TECO will make it albeit slower than anticipated or implied over the last couple years.
