It does NOT mean they purchased shares. It just means they have an option (right, but NOT an obligation) to buy shares at those prices if they choose.
Locked in means the strike price, or price they can exercise that option.
An intelligent investor does not exercise the option when the shares are at or lower than the option price. There's no profit in that. They wait until it's significantly higher than the option price and then exercise that option.
