You are not reading well, the years starting with Reagan made the mess. But, the media will put it all on an "Outsider", Trump, making "The Deep State" look innocent. Obama, Bush's, Clinton, Reagan, all were not presidents, just puppets of the big corporate money, especially the money center banks.
