First, the report was prepared by RTI for the EPA.  It was published by the EPA. Look at the cover page.

Second, this was a report about conversion technologies for MSW.  So what are you saying?  You're saying that because JBI does more than just MSW plastic that the 5 year thing does not apply to them?
