One thing comes to mind if he would quit on his own accord, he would not be eligible for social assistance, just like in US if you quit vs getting laid off you can get unemployment benefits if you're laid of and you wont if you quit.

Im not sure if the laws are similar in Israel and if that had anything to do with it, but im just thinking out loud as one of the options.
