I'm completely familiar with The Federalist Papers and all of the ensuing history.
You're sanguinity over how amenable States are to being 'controlled' is not justified by the experience of our history, including but not limited to the Civil War, Jim Crow and the civil rights movement.
Yeah, one can move from one State to another, from one backwater tyranny to another. That's what pertained for much of our history, and it persists on some levels today.
Judicial review, Civil War and equal protection amendments to the Constitution settled the hash of 'states rights' which all too often were the guise for denying rights.
