He talked about "enforcing it" which I don't think means scaling back, but coming up with laws and police enforcement procedures for it. It's a wild west right now with the recreational states and they need a way to test impaired drivers.

Scaling back would kill a lot of jobs. Coming up with more ways to enforce it generates MORE jobs. I think that is where they were leaning, personally.
