What they are doing is financial terrorism. I say arrest and confiscate the property of the ones you can find, then ship their ass to Guantanamo. A few hours/days/weeks of water boarding will produce the names of the next crooks in the chain. Then rinse and repeat until you get to the top dogs who you then arrest or take out with drone strikes.
