It's a bit more complex than that. They are not too many flippers - there might be one or two - and they are not flipping for just 1-tick - more like 2 or 3 (as deduced from what volume got picked up where).
Regardless they would get swept away in seconds if only people stopped bid sitting and slapped successive .0001 increments.
Getting OTC Current by the end of next week should bring in new interest.
In the meantime, there is a lot of competition at the bottom end of the OTC market at present with a few potential big movers get loaded with massive volume yesterday and today which has been diverting attention and available "loading to hold for a run" funds.
