Maybe English is your second lanugage.  It was quite clear to me that it was free when they said things like "JBII agreed to take our plastic"

In my nearly 4 decades of existence, I have yet to see anybody use the phrase "agreed to take" to mean purchase, especially when it comes to WASTE.

You love making issues out of nothing.  My statement had nothing to do with the wording by absent you as wrongly assumed.  My statement was directly tied to the actual statements by Madison County which were multiple in nature.
