Where is the common sense in assuming that what has not been stated in the minutes is a fact? We can infer that JBI is not paying the county for its plastic because the minutes did not say that this is being done, but we cannot assume it as a fact.  That would be an Argument from Ignorance, one of the Fallacies of Omission.
