There is plenty of taxes on everything. The question is how is it spent.
Trump has said fraud and waste. Spending money from taxes collected for other projects is taxpayer fraud.
Military spending we spend 900 Billion on NATO and 150 Billion on oversea's military bases. NATO agreement is 2% GDP. 18 5 Trillion US GDP= 370 Billion savings of 530 Billion. Close 1/2 US oversea's military bases savings of 75 Billion. Savings 605 Billion. Spend 150 Billion each year on upgrades. Total savings 455 Billion. Put people to work saves another 900 Billion is benefits and increases taxes revenues 3-4 Trillion.
So total you have 4-5 Trillion each year to pay down debt. It is possible to pay the debt off in 4 years.
Key though you can't be the world babysitter of COP. If so then both get paid it isn't free.
