It's a Federal Bill. If the States want to continue to funnel State taxes into the 'general funds', that's on them.
The Fed Infrastructure dollars will be 'sequestered' from going to State general funds.....under penalty of law. That's how you write the Bill's language.
If you think Trump is going to 'fix the system' please explain how.
His tax plan has been almost universally scorned as a budget deficit disaster.
He'll ram it through and say in private 'deficits don't matter'.
"Besides, we're in charge now. Isn't this what Republicans do? Am I not following Republican tradition? We need to rebuild the military too. Right? Am I right?"
