I think you hit the nail on the head DTL.  Sure fits nicely into the puzzle when you think about it.  Belize is in the unique position of not wanting to show income from natural resources, but needing money to pay off debts.  The amount of money owed by Belize isn't chump change and the people who they owe it to aren't knuckleheads, they will look at every possible source of revenue and that means that TECO will soon be able to announce what they have in Belize.
