That sounds like they will be in charge of firthing the business in the region and building all the non patented parts. All the patented parts will be (IMO) built in the USA and shipped over. If he is smart he will hire an american crew to go over there and install them too.

Chinese are great at reverse engineering parts and breaking contracts.
