Actually, they must be pretty confident that the water is for sure. Obviously, before all contract terms are agreed to and the ink is dry, all they can say is "if successful" when referring to the negotiations. It's highly likely that they'll finalize agreements and begin bottling and selling the water this quarter (1st fiscal quarter of 2017), which they disclosed in the document.
