It does make sense though as to why they are not releasing PRs, according to IR's email this morning. The fact that things can change/be retracted, thus nullifying a PR.

IR said that the agreement will take into effect Jan 2017, but Bill tweeted that it may happen earlier..so a PR with hard dates would not make sense here.
