From memory..there was one cat I read up on that was getting a lot of heat for buying blocks of spectrum and sitting on it. The FCC didn't and doesn't accept that...considers it hoarding(which it is). Going to go back and find that from a rough 10 years ago and see who that was and how it worked out.
