Well.....your just plain wrong. Two major economic booms happened from 92'-00'. One was the internet...and the other was the housing industry.
The budget "thing" that everybody talks about regarding Clinton is right here:

But that is a law..eh?...the reason for any surplus came from those two industries mentioned previously that boomed. Revenues grew faster than normal...much faster. Quite frankly...92' through 98'.
Bush Senior raised taxes..because he saw what was coming. Clinton hammered em' when he was sitting on top of what came. anyone that does not understand this should go back to the reading room of facts.
