Now... my glass half full side says that it remains plausible that excruciatingly painful and complicated efforts to gather data and assemble filings have been followed by equally complex and time consuming review efforts given this whole mess and the utterly critical needs to ensure that all i's have been dotted and t's have been crossed. There is no room for any "do overs" given the overall climate and perception of Treaty, real or invented.
