No, I get that. But there's a monetary if not a moral cost. GITMO is visible and it has propaganda power for ISIS.
And as you read the record for successful prosecutions is overwhelmingly with the Federal Courts.
I'm pretty sure that holding people without charges is NOT what we're
fighting for.
