It's not a final order, hence Igor's meeting with the FAA yesterday. And it's not what we didn't expect based upon the length of time that has passed since the last mini.
On the bright side, the company can move forward with expenses significantly reduced. I'm sure they're now initiating the formal appeal process and at worst will get another mini opportunity which I can't see them failing (if they even have to do it).
