I think that Baltia has received this statement from the FAA every step of the way and that it is just generic language.
"The Notice of Proposed Denial does not constitute a final order. "
The fact that they have to include "does not constitute a final order" is like when the 10-K reports say "Baltia's ability to xxxx is a going concern."
I believe it to be standard language.
