Conditional Certification sounds like a feasible possibility also (No passengers until fully complete). Maybe even FAA "owning" the slide problem, and putting a full team on Baltia to expedite the certification process. They could even include the Slide Vendors, by making them give Baltia Slides for testing. After all, Baltia was forced to pick up the ball on the slides where the FAA and vendors dropped it.
