My guess is we get the pass under FAA direction and clear guidelines to finish cert. A pass or fail is easy to just issue a letter....a fail wouldn't require a sit down meeting either, just would be waste of time / resources. My gut is they are sitting down to say, we are conditionally passing you based on larger industry issues and give clear direction on how the finishing steps are to be completed
