Yes, the ad for hiring in Russia is because Baltia was pre-warned to get their facility ready on the other side of the Atlantic.
When the approval comes, things are going to move very quickly......and the domestic flights will take two weeks tops with about a 1 week delay in between for paperwork before the international Proving Flights begin.
The Proving Flights have to be done EXACTLY as when Baltia is actually operational......meaning that Baltia needs its Pulkovo operation fully staffed and ready to roll when N706BL lands on Russian soil.
