restricted shares take 12 months then can be sold at the rate of 1% of the OS per qtr. which would be about 24 mill if this applies here,have to do some digging.
regardless all those 2's sold /bought last week went for 3 a day or two later,get a couple hundred mill at 2 and flip at 3 that's 20k in your pocket...just create some momo,and the company or whoever selling at 2 ,it's no matter to them,they made 40k.
but i doubt it's over yet.
