We all know how Apple works. Why would they incorporate 4K capabilities into their Apple TV before 4K has even officially become used by everyone. They do the same thing with their iPhones. They deploy a new iPhone every 6 months!!

So my point. They will make more money by selling Non-4K Apple TVs for right now. Then when 4K becomes the THING to buy. They will put out a new Apple TV2 or something that is 4K capable. All about making money peeps!
