This raises a bunch of issues though.
Lets say Comcast sends you a letter saying you downloaded Sharknado 2 and that they are now shutting off your internet. Thats one less monthly customer for them.
How many young people download stuff every day? Almost all of them.
How many customers are ISPs going to kick off their service? They stand to lose millions of dollars if they do this.
