"Why would it be logical for CEN to put any more money into the facility as far as electric, water, etc when all of that isn't a requirement for being approved for a license? It would actually be illogical for them to put a dime into the facility on anything that doesn't involve getting a license. Any applicant who would drop a dime on anything besides security before they got licensed would be a moron."
That's true right? HC only cares about security and QA as far as I know so putting cash into anything besides those would be a big risk of a waste of money if the license don't come. It makes sense to me to hold off on those expenditures until after the license.
