That is an issue easily enough solved with living walls. I planted them on two sides of my property this past month. All it is , is a hardy ivy and works very well for noise, dust, and view, or, lack of view if you will.
I does look to me that they are recognizing the grandfather issue though, and that is good for us as soon as H/C gets off of their fat asses. GLTA
