Let's keep in mind that we are share holders of PVEC and the rumor of a merger with the Drone company is just that at this time.
I suspect there is further due diligence occuring prior to the merger/name-change/buyout/whatever that is holding up a public announcement. Finally, I would suspect that there will be one announcement dealing with said Drone company transaction and the details of the RS. Finally, it is entirely possible that the RS is in conjunction with the retiring of some shares thus impacting the RS ratio. All of this is not and should not be known to us share holders yet. It all must follow the proper sequence:
Agreement->Legal->Announcement.
If you go out of sequence, you will adversely impact the deal.
