Assuming the company has some cash on hand, they could buy back shares. I would suspect that they could buy back the shares not in the float (~1.5B) relatively easily, but, they would have to turn to the open market to make a real difference. If their long term goal is to get on Nasdaq (which is something Peter had mentioned a while back), they will need to get the OS below a few hundred million. So, an RS is not just likely, it is mandatory. The only question is when and how often.

I would expect they will want to RS as they merge/acquire the other company. Hopefully, they do it such that there is a clear path to a penny and revenue to maintain said valuation. Then, after several years of SEC compliant reporting, they could consider another possible RS to get into the Nasdaq. There are very strict requirements of a company to enter Nasdaq including revenue, profit, AS, pps and reporting status over several years.

As I see it, we are at least 12 months away from a OTCQB uplist and that is assuming we get this merger thing done in the next few weeks. Cleaning up the books for OTCQB is very expensive and time consuming. Nasdaq is a very remote dream at this point and I can't even speculate what would need to happen for that to come to fruition.
