All you posted in #50973 is plausible. Now will it work out that way is another matter. I don't believe that CEN or Bill desires punitive measures to be taken they are only interested in getting the license and no further interference from the usual suspects. It is my experience that sooner or later lady luck rolls snake eyes for the bad guy because what goes around comes around.
