Overseas interests, not run by people overseas.  Two different meanings, Sun.  You may also like to do further DD into the Federal Reserve (not a US govt entity, overseas interests as well).  It's fairly normal for something to look like it should be one way, but have a backdoor to serve others, especially in our great country.  Also, the IRS is not a US govt entity either (who knows what their interests are!)   I love conspiracy theories!
