Picon each one of those is a separate entity requiring separate inspections at each phase of construction, example foundation, rough carpentry, underground plumbing and electrical, several more inspections and then final inspection. I Could keep going but the point is that if anyone of these inspections failed they would not be allowed to go to the next phase until it was corrected. All the final inspections would have been required before HC's preinspection,period.
Those who are saying that electrical,and plumbing etc. are not done are full of shit! Much of that must be done before the concrete floor is done and inspected.
