It is all very confusing, I believe that may be the way they want it. Until there is clarification my guess is it will continue to be a quagmire of he said she said! I just don't know if a statement made off hand like that can be used in a court of law? I would assume that anything in black and white that has a signature on it would be binding. Now is there a line specifically excluding CEN? Again that's why we need clarification. The two by-laws 72 and 73 have not been added to the website so they would still have to approved by the County. Also the November minutes have not been published, they will be very interesting reading once they are made public.
