IMHO all of this is likely related to bad blood between Jim Chaaban an the council. After 2 previous unsuccessful attempts to rezone, this has gotten personal for all parties involved. It all proves when a politicians lips are moving they are lying. When his/her lips aren't moving he is wondering what is in it for him/her.
