!!! This is why the Upper Tier won't approve Lakeshores attempt to restrict growing pot to industrial zones. This is from Ontarios Provincial Policy Statement:
2.3 Agriculture
2.3.3.2 In prime agricultural areas, all types, sizes and intensities of agricultural uses and normal farm practices shall be promoted and protected in accordance with provincial standards.

It's my belief that restricting pot (all types), from being grown in that building (all sizes), at that scale (all intensities), using hydroponics (normal farm practice), would be in violation of Ontarios Provincial Policy. Lakeshore council probably hasn't considered this when making their decision. The upper tier most likely will.
