I dont agree, these seem like small rural areas that don't want a lot of industry manifesting itself. As per the language in the by-law and I don't interpret law all that well, the entity applying would have to already be licensed before it can be permitted. So that is sort of a catch 22, no way to be inspected by HC if you cannot get permitted to build! If that is what it means its actually very good for CB. Only another licensed company could set up shop and there aint a heap of them out there.
