So this hypothetical plastic that cannot be sold on the market...after it's separated at some cost, can it then be sold on the market in your example??
Keep in mind municipal solid waste also can't be sold on the market, but HDPE/LDPE/other plastic can be separated out of it at a cost. In fact aluminum, steel, glass and a lot of materials can be separated out and sold on the market. Come up with a non-'contrived' example.
If you separate out plastics to the types required by PTOI's permit, you will then have a product which *can* be sold on the market as scrap and you can find the market prices for scrap online--my 'contrived' math is available for anyone to see.
