It is only natural for the SEC to ask the OSC or Alberta whatever to help, since it is a Canadian company. Every stock trade made gets reported to the government. They would know who the major investors are.

Lastly, just because someone sells their shares does not mean they have no financial interest in a company they were once business partners in. It can be quite the opposite, for other reasons.
