The SEC asked the Canadians to provide assistance (which I assume was part of the master plan).  If she was misled by someone she may have felt desperate enough to request the assistance of the Canadians (which also may have been someone's else idea).  Desperate people do desperate things.  Had the Canadians found anything it may have vindicated her - it backfired.
