As to HC granting a license, it would be irresponsible for anyone to offer an opinion as to the expected date of being granted a license. If HC were to grant a license based upon approval from the town, then yes, but I do not believe that is the case. HC regulations state all applicants must be in compliance with all local by-laws and zoning regulations but it does not make the compliance come ahead of issuance. They could be granted a license contingent upon town approval and if not given, the license is not valid. HC has nothing to lose by doing so and in my opinion, the granting of a license by HC might very well be the deciding factor in gaining town approval.
