I have no way of knowing what may or may not be in the minds of the principles of TelVue but let's just say for the sake of argument that they decided to start the distribution of the set-top-box without the 4GLDB indexing included and later offered it as a premium download. There are many companies that do this and one of them is Apple. I don't even know if this could be done but can you even count the revenue if it were possible ???
