It's as simple as the appearance of favoritism. If, a big if, my theory is correct, Health Canada would absolutely need to complete the new set of standards before any new license could be issued.
Think of the reverse. Let's say FITX was on the outside, watching Health Canada work with another business on setting the new standards. Imagine that company getting a license, all the while they are working hand in hand to set the new standard that FITX would have to wait to meet. We would be legitimately pissed and wronged.
