My only guess and others have stated it too (that's where I got the idea from, other people) is that this is a controlled sunstance and until very recently against the law. Lot's of new territory and no one (HC) wants to move too swiftly and make mistakes. Better to do it right the first time. Especially with the current LP having issues. New rules are currently being written and new guidelines to follow. Gotta jump through the hoops.
