I think when comparing USAA's commission schedule with a flat rate broker, it is worth transferring. I can't remember their exact commission, but I do recall that it is sliding on penny stocks - something like a flat 9.95 + 1% of the principal value. I once sold 70,000 shares of a penny stock at .015 and was hit with about a $160 commission. That was the day that I opened a Schwab account and have been enjoying $8 flat rate trades ever since. Plus, many of the larger discount brokers offer MUCH better trading platforms (ETrade Pro, Schwab Streetsmart, etc).
